Overwhelmingly obvious, however proof that parent are economically pressured by government taxing and spending, to give up their right to direct their children’s education and enroll their children in government schools.  
Given Facts 
1. Government at the federal, state and local levels collects high levels of taxes and funds K-12 education. 
2.  100% of those funds go to the Public School System (PSS), thus denying a benefit to those parents not enrolling their children in the PSS.
3.  The PSS offers all parents the opportunity for their K-12 aged children to attend the PSS for free.

4.  When a parent enrolls their child in the PSS, they no longer hold their parental and constitutional rights during the many hours in the PSS. 
5.  Government administrators exercise the relinquished parental right of association in determining whom will be in a highly relevant association, as a teacher with your child.  
6.  Government administrators also exercise the following relinquished parental rights: the choice of school,  curriculum, world view, and religious environment among many more.

Every school choice plan that goes into effect sees many parents pulling their children out of the Public School System because the economic disadvantage is reduced.  This proves that the tax and spending laws creating the disadvantage has very large effects on parental decisions.  When the disadvantage is reduced, more parents can overcome the smaller burden and pull their children out.       

The next year, the family’s finances took a substantial hit and they weren’t able to afford tuition, even with the scholarship. Reyes said she has no choice but to return him to the public school, since he is not eligible for the ESA.
This movie is all about parents and children who desperately want to enroll their children in a private school because the public school was failing so badly.  They simply cannot afford to pay for the private schools on their own.  The fact that school taxes take so much money from these poor households cause the situation to be much worse.

13: The Age Divide

Before a child turns 13 years old, all agreements and contracts for educational funding must be done by the parents contracting with the parent’s future income or educational tax.  After turning 13, the teenager must be included and agree on any contracts of future income or educational tax.

If parents enroll their k through aged 12 children in the public school system or accepting funds through the education tax, the parents are accepting, thus obligated to pay a portion of the education tax.  The teenage student must accept the obligations of the future education tax in order to attend the public school system or receive funding from the government system. 

Parents always have the option of taking on the extra tax burden for themselves although the system is set-up to have each person take on half the lifetime tax burden deriving from when they are teenage students and the other half when their children are under the age of thirteen.

The same concept can work in private educational funding.  If one chooses to be out of the government system, the parents can only contract out with the parent's future income until the child turns 13.  At that time the teenager can contract out within limits, their future income.
The reasoning behind the age divide is because 18 years old is too old to start being an adult.  The five years between 13 and 18 years old are tremendously imperative to prepare someone for life as an adult and to attain the necessary education and experience.  The substantial government control during these five years and even additional years of government control through higher education substantially reduce a person’s opportunities to become an independent and self-governing member of society.

There would not be a shortage of advice coming from family and organizations.  The rating systems will give quality information.  Teenagers would learn early on how to balance their newly realized authority with the consequences of their actions.  If a teenager is not allowed to be responsible, they will not learn how to be responsible.  Opportunities to make big decisions yields responsible adults. 
While thirteen years old might be too young to take on all adult decisions; there is wisdom in a steady increase of responsibilities through these five years.  In the Haley2024 Family law reform, every family will pick their family law competitive regulatory agency.  Every family law CRA would have a different view on the progression of responsibilities and authorities through the teenage years.

The Transition of Education

Funding The
government system

Everyone that has attended public schools will have to pay one half of the education tax.  Everyone that has sent their children to the public school system will pay the other half of the education tax.  If both, you pay the entire educational tax.  There would be a system of proration for partial time in the system.

 Transitioning Sports
There is a great desire for sports in the teenaged years.  Haley2024 calls for full openness of any school, public or private along with clubs to participate in sports without government regulations or restrictions.  Teams should be free to cross over and compete with other teams of any type. The free market works out issues.

Educational Savings Accounts

Haley2024 has changed proposed education reforms since 2014; however, education saving accounts are still a leading school choice proposal in 2018.  This plan is still far better than the current public school system.  If educational saving accounts are proposed, Haley2024 advocates the following ingredients.

Every month, the average per student expenditure is deposited in the student’s educational savings account.  The money would be in unavailable until the student shows educational achievement.  Rating agencies will determine this achievement.  Multiple assessments methods would emerge among many rating agencies, and the government would pick a rating limit needed to release the funds in the educational saving accounts. 
The money could be used for academic education at that point.  Academic education that is taught laced with religion does not disqualify because parents and students chose that education and the funds are only released after the academic educational achievement is proved.

There would not be any price controls similar to many voucher programs.  Schools could charge more or less than the government funding.  If lower, the money stays in the account for the future or other outside education-related items such as transportation, clubs, sports, music, tutors, online education, computer hardware or software among others.  If the money does not cover the complete cost, the parents or students can cover the difference.  

At the end of a student’s educational life, they would have the option of keeping the money in the interest-bearing educational saving account for possible education later in life.  They may also return the unused money to the government for a lower percentage rate on the educational tax or use the funds to pay taxes.

Consolidate School Taxes

Haley2024 proposes consolidating school taxes; so the taxes are well defined.  Haley2024 proposes tax exemptions for certain people that take care of items on their own that the government would otherwise fund.  While not all government services lend themselves to the exemption from both the benefit and the taxes of a government program, education certainly qualifies.

This funding will be strictly for education and not allowed in the general fund.  Likewise, the general fund or any funding outside of these new taxes cannot fund education
Currently, funds for schools come from the general fund at all three levels of government, therefore many hundreds of different taxes.  The funds collected through taxes are not closely linked with the public school system.

Haley2024 proposes an education tax that is easily understood and that can be easily exempted by those not wishing to be in the public school system or funded by the education tax.  A payroll tax is ideal.  Haley2024 proposes that one level of government should take care of this.  In the alternative, each level of government will need to set their tax and the rate.

Funding an Education Outside the Government System

Expense and Funding
New and innovated funding opportunities(Share Loans) will develop.  New ways of establishing long-term student loans will evolve.  Businesses might invest in a child early in their lives in long-term contracts.  Investment houses could specialize in education.  With the government not funding education, the average household tax bill of over $8,700 a year for life would not exist, thus leaving the funds to pay back long-term education loans

Usually, a person cannot enter into any contracts before the age of 18.  However, for the occasion of education, all share loans for a child under the age of 13 has to be on the parent's future income and not the child's future income.  A student between 13 and 18 can start contracting within limits, their own future income, labor, time or other things of value.  After 18 they will have their full right to contract. 
Helping the poor: Charitable Distribution Associations (CDA’s) can help in some new and innovative ways.  CDA’s, education CRA’s, Statism organizations, and Financial CRA’s would work closely together.

Our current system's "education taxes" is the equivalent to every household having a $670(plus inflation) monthly student loan payment for life.  Currently, the average citizen is paying over five percent of their income in education taxes.  These and all taxes harm the poor the most.

Education builds a person’s potential to earn a more significant income.  That is something of real worth.  Currency can be backed up by a wide variety of things of real worth.  If a bank chooses, a person’s increased human capital should be considered as an asset and as part of the base of currency under Haley2024’s Monetary Policy.  People who own the currency will have part ownership in that educated person’s increased income.

A Constitutional Case 
The Public school system is unconstitutional
Why do parents have to give up their constitutional rights of free association (parental rights of parents to choose whom their young and impressionable children are associated with) to the Government in the fundamental choice of the student/ teacher association, in order to receive the benefit of government funding their child’s education

 How is government constitutionally permitted to fund only the education of the children of those parents who relinquish their rights by enrolling their children in government schools, when enrolling your child absolutely means that a government employee will choose whom that child will be associated with for 180 days a year times six hours every day? 
Given that the Supreme Court has stated that private religiously dedicated academic k-12, schools are considered “church”, and given that, government only funds a child’s education if parents enroll them in secular public school, and given that time simply does not allow enrollment in both private religiously dedicated academic school and secular public school, it  is completely unconstitutional to condition the public benefit of a government-funded education on whether or not children go to “church” for 180 days, times six hours per day

Birth Through College Governmental Control

From birth through preschool, there are tax breaks and incentives for families to send their toddlers to day-cares that are heavily controlled by the government. Head Start, for example, is a publicly funded daycare that has very high costs when compared with private day-cares.

From kindergarten through high school, the government spends about twice the amount of many private schools, but public school students have lower average test scores. 
The heavy involvement does not stop at graduation. The government has entirely taken over college loans.  It uses this power of loans to exercise control over universities. Beyond loans, however, the government subsidizes public universities directly.  Thus political decisions are made.  Finally, laws require college degrees or licenses for most professional jobs.

 Many people would look at government involvement as a help.  Many people think the free market would not result in as many educated children.  Many believe that if the government does not do it, then many children would not be educated.  
There is a universal desire of parents to ensure their children are educated.  They will invest their time and treasure to ensure education is attained.  The private sector will encourage better educational outcomes for the vast majority.  The poor will be helped the most.

Loss of Parental Rights
In the act of enrolling a child in the public school system, parents give up much control over their child in the area of education.  Public Schools are government controlled.  Parents simply have very little real say.  This control goes well beyond the facts and subjects that shape a child’s education.  This system shapes the child as a person.  For roughly six hours per day, five days a week, for thirteen years, the influences that are surrounding a child are not the influences of his or her parents would  necessarily chose in a free market.

The Cost of the Current System ​

 Once enrolled in the public school system, government workers (not the parents) control the following: the child school, the environment, teacher/student associations, curriculums, moral teachings, worldview,  religious environment, sports, music, clubs, and much more.

The cost of government-funded education is roughly 5.6 percent of GDP.  This 5.6 percent of GDP is taxed from citizens in dozens of different taxes.  Government at all levels spends $920 Billion a year on education. There are 115 million households thus simple math shows that an average of $8,000 a year is taxed from roughly 110 million households.  All taxes harm the poor the most.

 While the decision to spend taxpayer funds on education is unwise on economic grounds, the loss of parental control is based on the fact that the law discriminates on funding based on whether or not parents relinquish their control over how, what, when, where, and by whom their children are taught.

Text Books: What a Racket

The problems with textbooks (k-12 and college) fall at the feet of government.  First the effect, then the cause, and finally the solution.  The effect is that textbooks are too expensive, they are underused, they are of low quality, they have slanted ideology, and they are agenda driven.

The cause is the government laws and regulations.  The government’s heavy hand in education drives out free enterprise benefits.  The government mandates that people attain a college degree and a license before practicing various trades.  This mandate forces a person wanting to be a professional to attend and pass through a college regulated by the government.  These mandates of a degree give universities monopolistic powers to charge extra.  Accreditation and Licensing boards also hold great power since people have to achieve their requirements to practice their trade.  Textbook corporations regularly go to these licensing boards to explain why the purchase of their product should be made mandatory before one can attain a degree, thus a license. 
The solution is liberty.  Allowing competitive regulatory agencies to determine licensing requirements under their agency and other CRA’s determining their requirements brings competition.  With many different options to attain a license; the cost will come down through the free market.  The free market must also attract people by giving high-quality education.  Thus the quality would increase.  Standards would increase as buyers of the professional services choose higher-rated services.

Many students go through their classes with barely opening their required textbooks.  Often the teacher decides to use other teaching materials.  However, the textbook publishers lobby for their books to be mandatory.  Special interest groups use textbooks as a way to inculcate their worldview.  Many teachers are forced to teach around textbooks, and other teachers embrace the special interest point of view.  

Socialism always yields lower quality.  Textbook publishers only need the quality of books to convince a few bureaucrats; whereas, under free enterprise, many publishers must compete to serve many schools under many educational business models.   It is a known fact that government buyers/deciders pay/choose more than people in the free enterprise system.  ​

 When government bureaucrats decide what books everyone must read, it is a form of book-burning.  Book burning just eliminates a small percentage of books; whereas, mandated books monopolize a students time with just a few books the bureaucrats prefer.   
The cost of a college or university to become an accredited law school is tremendous.  Law schools still need highly expensive physical books in their law library after the world went digital.  Many professional requirements have thrown their mandates around jobs that are very tangential such as mandates for hair braiders to go through cosmetology school when that school does not even teach braiding.  These are just two of the thousands of examples of government pushing up prices.
