Pockets of Freedom

The Bible speaks of God commanding the appointment of six cities of refuge in the 20th chapter of Joshua.  Much of the world's people live in oppression and need a place of escape.  The United States cannot properly handle that level of immigration, so it is logical to find new lands in which to establish freedom, security, and liberty. ​

Legitimately acquire dozens of roughly 1,000 square mile lots of land around the world ​

America can buy land around the world.  Many developing countries would likely sell a piece of land that is roughly 30 miles by 30 miles.  The best options would be land that is very sparsely populated.  America could use straight money or negotiate with trade policy.  America could offer military protection as part of the negotiation.  America could offer many valuable items such as work opportunities and contracts. 
The idea is to attain about a dozen Pockets of Freedom a year for several years.  Central and South America could be very beneficial. Africa and the middle east would be a significant focus.  There is a tremendous need in Asia and Europe.  Certain areas around China and India will likely attract the largest numbers of people.  America could set aside some areas within the United States of America as well

Protect these pockets of freedom with the US military ​

The first objective is to secure the area with America’s military.  Part of the decision of acquiring land is to pick land that is not in dispute.  Natural borders such as mountains, rivers, oceans and large lakes are a plus.  To the greatest extent possible, this land acquisition should cause the least anguish from nearby states.  People scouting out land would consider many issues.  The issue of the need for defense is essential as well as the ability to defend. 
Most militaries do not want to take-on America’s military; however, there is also the risk of terrorism whether disorganized or organized.  America would recruit new immigrants to these Pockets of Freedom to be in segregated army units patrolling the borders.  America’s military is always in command of security of the borders and foreign threats.    

There is a 5% GDP tax for America’s military protection ​

To assist in the funding of the military protection, America would collect a tax equal to 5% of GDP with a minimum base.  People could fulfill their minimum base with volunteer hours.  Volunteer hours in the military is part of the charity economy.  America would start a significant transfer of their military bases outside of America to these Pockets of Freedom.  There is a lot to consider; however, the goal is not to add to the military budget other than from the new taxes from within the Pockets of Freedom.

Hire Governors and other government leaders ​

America would hire governors and other government officials that have experience in governing.  Former governors, mayors, chiefs of police, judges, prosecutors, public defenders would be hired.  City planners and experienced utility executives would be valuable.  There would be an initial investment necessary; however, new migrants sign a contract when entering that Pocket and part of that is a long-term tax or volunteer hours to repay the initial investment.
New entrants to these pockets would have to sign a contract to be part of the development of a first world government.  There are responsibilities to become educated, to help build roads, help the poor, to pay for police and jails, among others.  If their job does not earn enough to pay for these first world necessities, they would be required to volunteer time in the efforts. 

Many aspects of the pockets of freedom will start out with the Haley2024 Structure ​

Every new entrant would need to pick a CRA in the other 30 sectors.  All CRA’s send representation to each Pocket of Freedom and sets up CRA’s.  Other than a small governing team, all other ‘government’ leaders are within the CRA structure. The small governing team would rely heavily on the CRA structure for most issues. 
The governing team is mainly dealing with issues related to the Foreign Protection System.  The small governing team would have a large staff dealing with new people immigrating into these new Pockets of Freedom.     

Set up a constitution and a rule of law ​

Each Pocket of Freedom will have their own separate Constitution.  While all constitutions would have about 90% of the same clauses; there might be reasons to tailor certain aspects of the constitution to the people likely to enter.  A Muslim majority might desire a different constitution compared to a Catholic Majority. 
The rule of law is within the CRA structure; however, America’s standards of rights and proper judicial processes will dominate.  Third-world countries bring third-world thinking and legal standards; therefore, until they live under first world standards for decades, they do not get a large say.  Citizens of these Pockets of Freedom should slowly gain their rights to have a say in CRA’s over decades.

Open the land to immigration ​

America would advertise the opening of each Pocket of Freedom.  The announcement would clearly state the requirements of the contract needed to enter the Pockets.  The announcement would advertise the business and work opportunities.  The announcement would state the freedoms, liberties, and responsibilities.  The announcement would list the restrictions and limitations.  Certain pockets might advertise a specific culture they are attracting.
The pockets might facilitate transportation with buses, trains, and boats.  Payment for transportation could be worked off in the charity economy or payments after attaining a job within the Pocket of Freedom.  People with a troubled past would not be allowed in.  People with a moderately troubled past might be given a chance with extra Big-Brother scrutiny.          

Set up strong banishment laws to reduce subversive actors ​

One of the critical aspects of the Pockets of Freedom is a strong banishment authority.  Some people will try to undermine this new society and propagate trouble.  When entering the Pocket of Freedom, every person signs a contract that they will abide by a set of principals of this new land.  Banishment is not for petty crimes.  Banishment is for issues of promoting the illegal overthrow of proper authority.  Banishment is for issues of the advocacy of infringing other people’s rights and liberties. 
Banishment is for calls or incitements to violence.   The freedom of speech is substantial in the Pockets of Freedom, with the exception of advocacy of the undermining the rule of law or people’s rights.  In the contract signed as a condition of entry into the Pockets of Freedom, establishes clear rules.  New societies are always vulnerable, and the ability to quickly eliminate trouble-makers increases the odds of success.  Banishment only happens with a clear violation of the contract signed when entering the Pocket of Freedom.   

America does not provide for the people ​

It is vital that the American government not pay to support the people in the Pockets of Freedom.  A small investment might begin the process; however, these new people work in the charity economy starting the first day.  These people will have 60 plus hours a week in the charity economy until they create or find a job. 
Many entrepreneurs from America will see opportunities and will start and expand businesses quickly.  Many venture capitalists would set up shop and create the rent-to-own type of business arrangements.  When there is a strong military protecting the area from outside threats, and a strong rule of law; capital and those that know how to manage it will flow. 

Establish Local Citizenship.  They are not American citizens ​

The law setting up these Pockets of Freedom will make it very clear that immigrants to the Pockets are not American citizens.  They will slowly, over the decades, establish citizen rights of their Pockets of Freedom.  The first years are probationary, and banishment laws are the strongest.  Slowly citizens begin to vote for their CRA leadership.  People often need to live under freedom for many years and even decades before they develop a liberty mindset. 

Allow total free trade ​

Pockets of Freedom would have totally free trade within America.  America trade restrictions with other countries will be in effect within the Pockets of Freedom.  Haley2024 calls for totally free trade with the exception of nations in which America declared war.  Military weapon secrecy is another exception to total free trade.   

Citizen rights and voting is established over decades ​

CRA’s with high ratings from America will dominate in the first ten to twenty years.  Every year, citizens of the Pockets might gain two to five percent voting strength in their CRA’s.  Citizens of Pockets have complete power to pick among the roughly dozen CRA’s available to them on day one in all 25 sectors.    

Invite corporations to invest in factories and businesses ​

Corporations will want to take advantage of inexpensive labor and locate factories and business within the pockets.  The corporations will see the requirement that educational advancement is part of every citizen's contract of entering a Pocket of Freedom and capitalize on teaching workers the knowledge needed for their business.  When there is a strong military protecting the area from outside threats, and a strong rule of law; capital and those that know how to manage it will flow. 

Invite in retired folks ​

Retired folks have built-up a large stock-pile of assets and capital.  The retired folks have served others for decades and saved money, so they can offer money for others to serve them in their elderly years.  All these new citizens of the Pockets of Freedom need to serve others to earn a living.  Retired folks are a great fit because they each have saved money and have a need and a desire to be served.  Retailers such as Walmart are likely to chase those sales.  The expertise of Walmart buying local will also employ many people as well as having the logistics to transport other goods made in the Pockets of Freedom to their worldwide markets.    

Invite in the churches ​

Churches of all faiths would welcome the chance to set up churches and outreaches in every Pocket of Freedom.  Churches have been the moral backbone of most societies.  Any society built on liberty needs the underpinning of self-governance derived from the church.  All societies work better when morality is built on a foundation of religious faith.  America proved the necessity of religious freedom and separating church leadership from governing; however, the necessity of a sizable percentage of the people believing in a faith that brings good order to society.

Third World People, First World Government ​

1,000 years ago, everything needed to build a computer, a 747 jet, an electron microscope, a 150-floor sky-scraper, air-conditioners, and plastic factories were available with one exception.  The one exception was the knowledge of how to create or put together all the pieces.  In the same way, people living in the third world lack the knowledge necessary to bring their society into first-world living standards.  It is clearly evident that people from the third world excel swiftly when they move to a first-world or developed country.
These people’s DNA is not third-world; it is the lack of knowledge of how the proper rule of law and liberty can advance a nation.  The American military will stop the threat of dealing with outside forces.  Strong banishment laws will stop trouble-makers from within.  The judicial system from America will bring a strong rule of law.  The charity system will take care of the poor and demanding accountability.  A stronger respect for life will grow when the leaders from America demand and live out the higher standards in that regard.​

Set up Haley2024’s Charity System ​

When someone enters their Pocket of Freedom, he or she signs a contract that he or she will participate in the Charity System with high ratings.  The charity system helps the poor and holds the poor accountable to progress their life in a respectable direction.  This participation builds a respect for others and increases reverence for life and other’s standards of living. 

Set up the charity economy ​

The charity economy is part of the Charity system; however, it encompasses a broader range of services.  The fee for every CRA could be paid for within the charity economy.  Members of CRA’s must pay for that service of regulations and depending on the sector, pay for many issues related to that sector. 
The rating system will put a floor on many issues to progressively increase standards to first-world or developed-world standards.  All this takes money.  The charity economy is using labor hours instead of money.  The lack of a job does not excuse a person from paying their way or contributing to society.  Everyone has job opportunities in the Charity economy.

Foreign policy will stay under America’s control ​

The new citizens of the Pockets of Freedom do not have a say on foreign policy.  They pay their 5% to America’s military system.  However, they do not have voting power in CRA’s in the Foreign Protection System.  Citizens of the Pockets are part of CRA’s in these five sectors, however without voting strength.

A Note on Nation Building ​

Most nation-building experiments involved Americans trying to build nations within a third world system.  Corruption was still significant.  The rule of law was lacking.  The poor had little opportunities to progress and freedoms and liberties were deficient.  The nation still had power over foreign policy and had third-world thinking.  Large percentages of people were able to undermine the progress.   
 Pockets of freedom try to solve these issues.  After WWII, Japan and Germany were both occupied and controlled by Americans for decades and ended up friendly and mostly free nations.  While not exactly like Pockets of Freedom, America's control over those nations had better outcomes compared to others.  Most nations throughout history have not been freedom loving democracies.  Many things need to come together to create a developed society with liberty and rights.  Pockets of Freedom ensure those necessary elements.        

Please note that the issues below require a 70% super majority from American leaders.  

A tyrant has no right controlling people or the land ​

Many standards must be met for a leader of a set of people to be justifiable or legitimate.  No one believes that if a person takes 100 people, hostage by force, that the hostage taker becomes the legitimate leader of those people.  On the same logic, if a person or small group of people control millions of people by force, they are not a legitimate leader.  Democracies with good elections are a good start; however, if the majority oppresses the minority, legitimacy wanes.
The free nations of the world should set a standard and benchmarks of proper leadership.  If a people or a nation within a geographic area goes over the line of tyranny, several pockets of Freedom should be located nearby. 

Liberation from a tyrant ​

If the tyrant starts to threaten people and nations outside their border, the nation should be liberated, and many pockets of freedom located within the borders of the geographic region.  Several Pockets of the former oppressors should also be located within the geographic area, so the wheat is separated from the chaff.  This chaff or banished people will have more big brother type monitoring described below.   
The liberated land would also have about 50% of the Pockets of Freedom that are designated to return to rule by the natives.  Once people meet certain benchmarks in good governance, the natives gain control.  The people in American run Pockets of Freedom can stay within their pockets.  Part of regaining their sovereignty is good relations with the Pockets of Freedom and fair trade.     

People’s right to return and overthrow a tyrant ​

There are times that tyrants are oppressing their own people; however, they are not a threat to other countries.  If a person or small group of people meet the threshold of a tyrant, people who fled that land within the recent history of ten years has the moral and justifiable authority to liberate their homeland militarily. 
If certain benchmarks are met, and America’s leadership approves, military forces consisting of a high majority of the people who fled the land can liberate their fellow countrymen.  America’s military provides logistics and training; however, the front lines should consist of those taking back their land.  America would establish several Pockets of Freedom within the newly liberated land and mandate good relations with America in exchange for the assistance.  

Establish land for the banished ​

People who sow hatred, undermine freedom, and generally want to oppress others will not be able to stay within a Pocket of Freedom.  It is not fair to other countries to ship these trouble-makers to their countries.  A person who is thrown out of a Pocket of Freedom for cause will go into a special Pocket that designated for those trouble-makers.  There would be some Pockets for those that want to reform.  Those people will have a larger big-brother type of government and if they reform, might earn a spot back into other pockets of Freedom. 
Other Pockets would be for the hard-core trouble-makers.  These Pockets would mainly be land they occupy without governance from America.  However, they would be banned from having military weapons.   Finally, there would be Pockets that are prisons where America just guards the perimeter of a several hundred square miles plots of land.  These people have to meet a high bar of being oppressors such as ISIS members.  

Pockets of Freedom in America ​

America has a lot of federal lands that are mostly uninhabited.  America could set up several Pockets within America to handle illegal aliens.  They would be handled in very similar ways; they would not be American citizens.  There 5% GDP tax would still go to the military.  Laws could state that anyone caught in the country is directly release into these Pockets of Freedom to wait for his or her court dates.  American businesses could have agreements to bus people to work sites outside of the Pockets.  These people would be allowed to leave America anytime they wish; however, they would not have free travel out of the Pockets into America.
