*Competitive Funding Based on Capabilities
*Missions authorized by a 70% vote and controlled by an elected commander in Chief.

•  One part of a citizen’s responsibility is to help protect our country from foreign foes.
•  Sales taxes would supply the Military Capability System with 5% of GDP.
•  A War outside American borders requires a 70% vote of distinct representatives elected to handle diplomatic matters.  A War against an enemy attacking American soil is a constitutional obligation of the Commander in Chief without a vote.
•  Military Corporation MC must have at least 1% and not more than 10% of the overall military capabilities, thus, resulting in roughly 30-50 MCs.
•  A Military Corporation’s only product is providing military capabilities to America.
•  MCs are not authorized to use military power outside the Commander in Chief- CIC’s duly authorized commands.  A distinct CIC is elected to be just the CIC.
•  MCs make all decisions on labor contracts, weapon systems, and training, among other choices regarding attaining a fighting force.
•  A distinct representative body elected to handle military spending creates a capabilities determination system.  A distinct President elected for this matter will execute the capabilities determination system.
•  The capabilities determination program will likely assign a specific percentage of the budget to particular categories such as planes, tanks, ships, and space, among other needed capabilities.
•  If an MC is determined to have 3.785680937% of the overall military capabilities, that MC is funded with 3.785680937% of the military budget.  All MCs funding adds up to 100%.
•  A distinct representative body and an elected president will be responsible for authorizing with a 70% vote and pulling the authorization with a 40% vote, all military corporations, businesses, and personnel.
•  This Military Authorization Agency will safeguard against corruption, abuse, and self-dealing.
