While all school choice plans are better than the status-quo of total government control; it is frustrating that so many people have so many ‘poison pills’ or half measures. The fact that a child is not eligible until they spend 100 days in public school is highly wrong. Second, this is only half funding; just the state funding and not the local funding goes to Educational Saving Accounts (ESA). I do give a lot of credit for these being ESA’s versus vouchers where extra personal money can be added or money saved for future educational expenses.

This goes to show that parents really have a high desire to see their children experience the best education possible. These impoverished parents had "free" public schools, and they chose to pay for private over public because they saw the quality.
