This page takes this one reform separate from all the other Haley2024 reforms.  This reform fully integrated with other reforms can be easily found using the drop down menu on Haley2024.org

​•  Democracy should be limited to only a few key factors in society. 
•  A 40% vote repeals laws or limits the scope of laws. 
•  This new Constitution requires citizens to handle specific current government responsibilities within the free enterprise system.
•  A war outside American borders requires a 70% vote; however, a war against an enemy attacking American soil is a constitutional obligation of the Commander in Chief without a vote.
•  The Constitution (newly amended) should lay out a limited number of and limited in-scope government obligations that must be done.

​•  If those limited items can not achieve a 70% threshold, the legislative branch must use the following multi-step voting system.
•  If the Constitution requires a specific action, all relevant representatives must submit proposals
•  The top five proposals, as measured by representative approval, become the five options available
•  There would be three series of representative votes to eliminate one of the remaining proposals.
•  A positive vote of the remaining two proposals creates law.
