The Second Best

While Haley2024 the Movement proposes most government programs returning to free enterprise, the second best is that all programs are financially segregated with a dedicated tax and spending only coming from that tax.  This will tie the services to the tax so people can better understand the tax and its needs/services.  This will significantly reduce or eliminate the general fund.  This could lead to creating laws that exempt people from a tax if they ‘Take Care’ of the need/services on their own.    
This would work better under the reform ‘Fighting Federal Control’ where every program is funded and controlled only by one level of government.

In education, many school choice plans would be far better than the current massive government control.  Anything that would reduce the financial burden of losing the government funded education if parents want to maintain their control of their children’s education is welcome.   Some important principals are equal funding as compared to the public schools, do not tie curriculum controls, do not mandate secularism, do not forbid a religious environment, do not have ‘Must Accept Payment in Full’ provisions on private schools and if extra, allow funds to roll into future years.  Currently, private schools are held by law in an education model of six hours per day, 180 days, for 12 years. The law also encourages the old model of a teacher in front of students which limits the great business/educational models one could envision with technology.  Allow many models to emerge.
School choice is for every child, not just those failing, disabled or other special classes of children.  Since the current Public School System is morally reprehensible and very socialist in nature, most reforms allowing freedom are welcome.  Here is another education system reform that should be given consideration.  Parents need to be given choices, and new business/ educational models need to be tried.  
 
Remember that an educated child is the goal.

The numerous and ever-improving Individual retirement plans in the free enterprise system are so superior to government control; however, if the political system does not allow that change, there are ways to limit the damage.  Limit spending to the Social Security tax and the Medicare tax.  Set a hard upper limit.  Segregate them away from the general fund.  Then politicians would be forced to make choices on benefits to match the money collected.  Often this is claimed in the current system; however, not the reality.  Change the agreement that Social Security and Medicare do not start until the age of life expectancy or even 10% higher, meaning it is insurance not meant for everyone.  Private sector annuities could manage this type of externality better than the government.
