How Lengthy Environmental Review Harms the Environment - by HOWARD

This article proved to have so many great lessons.  The general point is that when there is a project that is an environmental improvement from the status quo, that environmental reviews delays or economically or legally prevents that improvement, thus leaving the dirtier status quo.
