Fully distinct governments mean a separate legislative body, a separate executive body and a Separate judicial body.  This does not decrease or increase the responsibilities; it just separates the current responsibilities into 30 Sectors.  no one person can have legal responsibilities in any more than one sector at a time.  Cooperations are differently required in many cases and the precise lines of demarcation will need to be decided.
