​Many people are rightfully concerned with a government rating system.  The monopoly on those ratings controlled by politicians or bureaucrats is the reason why there is distrust.  This Competitive Rating System avoids monopoly control.
•  Every citizen and business must become a member of a Rating Agency that matches their philosophy.  At least 5% of citizens create a Rating Agency. 
•  There is enormous influential power to rate and inform citizens about standards.
•  Every Rating Agency uses their subjective determination in how and what to rate. 
​•  If 70% of rating Agencies (measure by membership) decide that low standards are causing general harm to society or people, they can create a Rating Floor. 
•  Standards need to increase above the Rating Floor. 
•  Consumers will ensure that good ratings reward positive externalities.
•  Consumers will ensure poor ratings punish negative externalities.
•  Rating Systems will have oversight power over law enforcement, using Rating Floors to protect civil rights.   Civil liberties are protected with a 30% vote. 
•  All Rating Agencies can demand, within reason, a robust debate on all government regulations, findings, pretense of knowledge, affects and effects. 
•  Rating Agency executives have real investigative authority to government info.
